C (gcc), 46 bytes

printf(char*);main(){printf("Hello, World!");}

printf(char*);(14 bytes) is better than #include <stdio.h>\n(19 bytes)

This could be shaved down to 30 bytes if you are going to use GNU C extensions anyway (I just posted another answer). In case the aim was to use conforming C then it won't fly, because then you have to use int main and you are not allowed to declare printf in any other form than int printf(const char*restrict,...); which isn't saving symbols compared to #include <stdio.h>. You are allowed to declare it without including the header though, as per C17 7.1.4 §2.
