Default-rules is a mod only tag but is suggested with the required tags

When creating a new post, at least one of the required tags listed above the Tags field must be added. The first 4 of these can be added by anyone, but "default-rules" is a moderator only tag.

For a non-moderator, it is confusing to add this tag from the suggested list of required tags, only to then be told that it cannot be used.

Remove the tag from the required tags list?

Should the required tags list show only the 4 tags that can be added by anyone?

Although this would be easier for most users, I can imagine this being frustrating for a moderator creating a default-rules post from scratch, because if default-rules were no longer on the list of required tags, then the moderator would have to add one of the other required tags in order to be able to save.

Change what is displayed based on moderator status?

Would it be better to have default-rules remain on the required tags list, but only display those tags that a user has authority to add?

A moderator would see 5 tags on the required tags list, and another user would see only 4.
